The NIP needs to be served within 14 days of the alleged offence. Is the car registered in his name? or to a company, a hire car or has he only recently bought it, it may have been delayed due to those factors.

You were always told incorrectly then.

The NOIP must be served on the RK within 14 days.

The RK must return the s172 within 28 days.

Information for a summons must be laid before a magistrate within six months.

A summons may be issued any time thereafter - up a period that is "reasonable". Three years has been held to be unreasonable.

might be viewed as the same journey thus 1 ticket will apply not two. ie 1 speeding incident.
