Usual pish. Do not actually address the problem. Develop 'leadership skills' to be able to convice people that they're perceptions are wrong.

The BBC said:

A perception that management was "unfair and ineffective" was the main reason for quitting, the report said.

I.e. Do not actually do anything about the "unfair and ineffective" management.
