Correct. However, the 14 day rule only applies to the first NIP in the chain; the one to the registered keeper.
Even if you are the RK, but have only recently become so; e.g. because you only recently bought the car, it is the RK details as per the DVLA records that count. That said, in such a case, the previous keeper should still have been served with it within the 14 days.
