The bottom wishbone is not horizontal with the suspension spring in this position should I move the spring lower ?

I'm not trying to be clever but it wont be, because theres no weight on the wheels. Therefore the spring is trying to fully extend and pushing the wishbone down.

This

No point in a dry run. You need to have the metalastic bushes clamped up in the horizontal, both wishbones, uprights etc, wheels and on floor before you’ll know how it sits. It’s easily adjusted then.

Thanks for the help guys I believe I have the incorrect dampers my chassis is a pre 96 car the dampers are caterham part number 75526 which are for post 96 cars.
