I've never played Forza 1, 2 or 3, but I can safely say that whatever 4 is like it'll blow GT5 out of the water.
GT5, is a very poor impersonation of a racing/driving game. Occasionally it can look stunning, but 70% of the time it looks bland and at times terrible.
It's also boring to play and uninspiring to listen to (engine sounds are terrible).

FM4 will be better at some things, GT5 will be better at others.
Gameplay: Forza 4
Graphics: GT5
Sound: Forza 4
Online: GT5
Longevity: Forza 4
Going on FM3's gameplay I will say it is better overall than GT5 which I could never really get used to. Add the fact the options for gameplay in FM is better than GT5 by a longshot.
Graphics would goto the PS3. Mainly due to its HD support and the fact the machine is more powerful. But do not get me wrong...FM4 on the aging 360 is pretty awesome.
If I wanted a moped sim then I would ask Polyphony to make the game as they have the sounds already. They are truely dire in GT (Even GT fans admit they envy FM sounds).
Online will be the judge on FM4. Again going off FM3 the online is dire! GT wins on this one at the moment.
With all the community in FM from tuning, painting, photos and vids it beats GT to a pulp.

Interested to know why you think it's dire? Is it the 8 player limit? I love FM3 online and haven't ever had a problem with it. 4 player drift contests around the entire of Fujumi Kaido are hilarious 
It's also easy to setup restrictions so you can do Top Gear-style challenges. What makes GT5 much better? (Not being argumentative, but I guess if I was then this would be the thread for it

The lack of custom public lobbies, connections, kick system abuse...I can go on.

Hmm... Parts of it are six years and PS2 old - non-premium cars for example.
I'd say graphically, whilst the environments and premium cars are undoubtedly fantastically pretty in their 1080p static shots, the reality of dropped framerates and screen-tearing ruins it for me.
Don't get me wrong, really wanted to love GT5, six years in development, sixty quid spent, ps3 used for something other than Drake... Yet it rarely gets switched on and I still go back to Forza...
