My sister just called me, seen it brand new for a fiver in Gamestation so she picked it up for me. Is it free roam like GTA?

It can be free roam. Once you complete the missions for each department you can do a free roam for each one. Your partner is there on the free roam too.
I thought it was pretty good.

It's not the best game ever, but it's a great deal for £5, and you won't be disappointed.

I bought it second hand for £12 from CEX a few weeks back, it's worth a play through mostly for the facial motion acting. But it's no GTA. It's worth roaming and doing side quests (answering calls on police radio) as if you want to go back and re-do them, then you have to go through all the missions again which is a pain.
