I've just bought this on Steam after reading a couple of reviews about it, and must say it is quite addictive!
Basically, you are the PM/President/Dictator and you're tasked with setting policy to keep the people happy, and keep you in a job. It's simple point and click fare, no flashy graphics or anything but it's hugely absorbing (until you get assassinated!)
The Positech forum details some bits about the game, but for £19 (on Steam) it's the cost of a takeaway and provides - if you are of a political bent and regularly say "I could run this country better than the knobs currently in charge!" endless hours of political fun!
