Xbox One Controllers won't sync (unless wifi is off)

My xbox one controllers only seem to work when connected with a wire. Our broadband comes into the room from one of those systems that sends the signal through the mains wiring (with a wifi box plugged into a socket - although the xbox itself is hardwired into another one of these sockets). It's a bit rubbish, but we're several hundred yards from the phone point - so it works.
I was reading online and it said about interference from other devices. Sceptically I unplugged the CCTV and the wifi. With the wifi off, I could connect both controllers wirelessly. Even after the wifi was back on, the connection remained, but once the xbox was powered down, it lost connection with the controllers and back to square one.
I'm a bit of a technophobe, but is there a workaround for the issue that anyone can recommend?
