Can't get triggers to work on GTA steam

Anyone got any suggestions to make the triggers work on GTA 3/Vice City/San Andreas (steam versions), google only tells me about GIinput/DS4 which I have installed.
So far I have (including combinations of):
Steam big picture - enabled ps controller support = controller not working
Downloaded DS4 v2.8.8 - controller works but not the triggers
Downloaded GIInput v1.11 - controller works but not the triggers.
Once DS4/GIInput were added the controller is recognised in game and I can redefine the controls
Xbox360 controller has the same problem (triggers not working) and the PS4 controller I use.
It feels like I've missed a small but crucial step somewhere as they used to work last week before I reinstalled windows
