For the last month or two, Steam has been behaving strangely. Every time I start it up, it pulls down anything from a few hundred kb to a maybe a couple of mb for around 5 or 6 games. Sometimes more, eg it just did that for 11 games.

They aren't regular updates/patches - I still get them and they are usually scheduled and large - hundreds of megs to gigs. These spurious downloads are really tiny and you'd almost miss them if you weren't looking for them. It's a fairly random selection of games that seem to pull the micro-downloads... at the moment the only one doing it consistently is Quake II/RTX. Doom Eternal is another one that pops up quite often.

Anyone got any idea what's going on? Like I said, it started doing this a couple of months ago. I've tried clearing the download cache, no luck.

Example attached.

Is it syncing game saves? Do you play across multiple devices?

Nope - none of those were played recently by me so it's not save data or settings data. I do play on GeForce Now (cloud gaming) sometimes, which uses my Steam account - but Hades and Boneworks aren't even on the service and I've not played Homeworld on it ever. Did try Quake II RTX a couple of times, maybe six months back.

I only get it on the truck sims, think a discussion mentioned that the workshop was getting confused and redownloading manifest files - not sure if you have any workshop content on those games in your shot though?

Nah, don't use any Steam workshop/modding stuff. I think something has got corrupted somewhere in my Steam installation.

Searching for solutions didn't yeild much - basically clearing download cache was the main tip and that didn't work for me. I probably will just try a complete remove/reinstall of the Steam client and hope that fixes it. I think my installed games can be re-imported from the existing install which should save me from having to d/l them again - they're at around 1.7TB currently.

You can copy the game files to your new Steam folder. You have to click on Install again but it will discover the existing files so it saves a lot of time.

I'm getting the same, mainly on games I'm not currently playing and with no "workshop" items installed into any of the games

Doesn't seem to change/edit anything, no idea what they are but as they're only 60Kb-3Mb I'm not all that fussed.
