Why hasn't there been a GTA London

as the title really? why hasn't Rockstar made a london map? - i would absolutely love that. Surely with AI and google street view you could knock up something pretty close to perfect without having to do 'too much' ? it could be an addon or a completely different game, it would allow double bites at the cherry - GTA 6 - london edition etc ?

It reminded me that for a lot of games you could also load them up, swap the game disk for a cd, and play your own music. Good example with Ridge Racer (and Phl Collins

Setting the game in the US works, they can fit all the pop culture references and most will be recognised globally and the audience can relate to it. London (and parts of the UK) could probably work, it would be pretty good if we did get an expansion in a couple of years once the game had settled, bugs ironed out, etc, but I suspect their focus will still be on the online element as it's a proven cash cow.
Outside of the US or London, are there any other viable locations they could set it in? Maybe Australia with a mix of big cities and Mad Max-esque rural areas. Other than that I'd say most other places would risk relying on too many lazy stereotypes.
