PGR3 car question

Have a question regarding car downloads.

If you download cars from the Xbox market place, can you only use them when playing on XBox live, or can you use them in your offline career too?

They should be in the car list when you are buying, but will cost 0credits...

I can only use them in off-line career when the ethernet cable is connected (internet connected to 360).

Is this normal?

I assumed that the cars are downloaded on to the 360's hard drive. But it seems that is not the case and the console has to access the data online every time you use one of these cars, even in off-line play
