It's a similar thing to a "emergency phone charger", you know a 9v battery and the appropriate plug. Yeah, it should work, but I wouldn't expect it to fully charge lots of other devices.

I wouldn't want to use it all the time either. Don't ask why but something sounds dubious about always pulling one charge off another battery. But if you're off round to a LAN party or a mates house... yeah should do the job.
