You're probably out of luck.
I've been round this loop before, and after much swearing and shouting, I ended up just downloading everything again overnight.
ETA: Sorry this is no help, but at least it might let you adjust your expectations.

Did you back up the games through the Steam console or just save the folder?
If you backed-up the games through the Steam console, you just need to download the Steam client, install it and then go into each of the backed-up games and there will be a .exe file for the restore.
If however you just backed-up the folder, you will need to re-download all of the games and then you have the option of finding your saved games from each of the folders and copying the files across (very messy).
