VIP content on FM3?

This has probably been asked before, but how do I unlock the VIP content on FM3? Cars such as the 911 997 GT3RS for example?

You have to buy the Limited Edition, no other way.
I would sell your standard version and just buy the Limited edition and save yourself a lot of heartache.

I have the limited edition. Do I need to register it somewhere or something?

Your limited edition case should have contained 2 scratch cards - one contains the extra cars/tracks that everyone got, and the other some VIP content. Turn10 also send VIPs some free tuned/painted cars now and then, in addition to the ones that the plebs get.
