Edit programme?

Pretty straight forward for those of you who know; What is the simplest editting programme for basic things such as highlighting a small area in colour whilst mking the rest monochrome?
(and by "simple, I mean SIMPLE! Bear in mind I am simpler than a one piece jigsaw).

If you use Photobucket, I think you can do some simple editing online. But I've never used it, so I don't know how good they are.
