Maybe Photoshop Elements?
I only use the full package because of work and I haven't used this but I think it'll be a good introduction.
Make a point of learning masking techniques, understanding layers and colour correction.
Don't waste time with special filters and all that puff.

Check out http://pixlr.com/editor/ Free and instantly available! Nowhere near the features of photoshop and some way behind gimp, but 10/10 for convenience!

Their Android app is actually very respectable, I use it with my S3 for quick snaps.For PC though it's got to be Elements.
