It is true to long exposures. I used to do a lot of night photography, and had to compensate for the reseprosity error. A lot of the time though, its trial and error. Not sure whether irs just on film or not.
It is an effect caused by the emulsion used with film, so it is a factor for all types of film to some extent. The standard CMOS sensors used in most digital cameras are not effected by it. I don't know about other types of sensors like the Foveon used by Sigma, though I doubt it.
