Just come across this effect - made by an app.

Does anyone know of any websites producing this effect online?

Or perhaps a Paint.NET plugin?

Have looked high and low but can't find anything...

'Stereographic Down' is the phrase you are looking for. I would recommend PTGui Pro application it has a trial version.

By chance, I've found that the Polar Transformation effect does the trick nicely.
