Create in publisher (or whatever) save as a jpg and visit photobox.co.uk. They will print it to A3 and send back the next day. Get any local framer to frame it... or buy an A3 frame from Amazon.

I was going to suggest Wordle http://www.wordle.net/ for arranging the phrases but I'm not sure if you can do phrases or just words and my work computer doesn't have the plugin required to try it!
