I've heard about this happening, via photography magazines, and there is an excellent document linked to in the "POLICE HASSELING PHOTOGRAPHERS AT CRUISES " thread (2nd page here) which highlights the actual law.
The police are OTT whenever they feel like it. There was a story in a paper a while back about a guy who had his car searched at random in London. They found.... a small penknife in the boot. They then went to town about it being an offensive weapon and when he became indignant, threw him in the cells for the night and prosecuted him for it.
If they can use anti-terrorism laws to throw some old guys out of a labour party conference because they dared to try and debate something, they can do anything!

That wasn't the police that started that, that was the labour party 'heavies'.
