For the kit lens, you can probably get an adequate CPL filter from Ebay for about £10 - £15.
I wouldn't have thought you would be able to tell the difference between a really high quality filter and an average one. I've got the kit lens on my 400D, and just have a cheap Ebay Hong Kong filter on it. Seems to do the job well enough for my needs.
This waterfall photo was taken with the kit lens and just the cheap CPL filter with the camera mounted on a tripod:

I'd suggest save your money towards future better lens purchases and get a cheaper filter just now, and keep the expensive filters for expensive lenses, or start investing in a filter system such as Lee/Cokin etc which can be used on any lens with a suitably sized mount.

I'm looking to get a Polariser filter for my 400D on a standard 18-55mm kit lens.
The 18-55 kit lens also has a rotating front element thereby making operating a circular polariser more difficult. You may want to resort to manual focusing so that you can control the polarising effect better.
Cheers.
