How do you get that effect?
Best way(in photoshop) is to copy the image to a new layer, B&W the new layer then create a layer mask on it and remove the area you want to be colour.
If thats over your head go googlz some photoshop tutorials.

Then added a "layer mask" to my now b+w layer of the car image, and painted over the car to "mask" it, leaving the colour car visible from underneath.
luverly.
I also used the shadows and highlights adjustment on the colour image, to get the balance right between reflected light from the paintwork and the actual colour showing through as well without it being overexposed.
