camcorder advice

My friend wants a camcorder as his first born is due in June.
Myself , I have a DV tape camcorder ~ 4 - 5 years old. Technology has moved on with SD cards, DVD recorders, hard drive, rather than humble DV tape etc. Rather than advice on which camcorder model to buy, I was looking for answers to what TYPE of camcorder - pros and cons of each genre.
I still think DV tape is viable - cheap
What advantages and disdavantages do the others offer?
Apart from expense, is HD recording "essential ?"
Also , what about the new breed of SLR's ( Nikon D90)with recording capability.
