I'd say definitely not a Kestrel or a Peregrine - too chunky for either of those. Also not a kite, as the tail shape is wrong. Highly unlikely to be a Goshawk unless a falconer has lost one, so I'd go with Buzzard as well.
I am amused by the fact that because it's a photograph of a bird, we all seem to assume it's perfectly natural for this thread to be in photography and video.
