The head on my Manfrotto screws on and is held in place by three locking screws that do up from underneath. However, the mount doesn't look quite the same as what you have there, so I am not sure if yours will use the same method.
There are three threaded holes but no bolts in them. I've just found an old thread on another site that basically says that you need a bloody big hammer - can't quite bring myself to do that...
My hunch is to tighten up the pan action as tight as possible, then grab centre column with one hand, head with other, and wrench anti-clockwise. However I may be wrong
