Anti Roll Bar

I am going to replace the anti roll bar drop links on my V8S. I have removed the old one on the drivers side and the anti roll bar appears to have a plastic coating on it, is this normal? Also the plastic is damaged, do I need to remove the plastic to fit the new ones?

I would think the plastic coating is the remains of the original powder coating, so I `d leave it on and count my blessings!
