Should the lower wishbone be parallel to the ground?

My shock absorbers are set, so that the wishbone is lower at the chassis than at the wheels. The centre of the wishbone tube, local to the chassis is approx 180mm above the ground, and the centre of the tube is about 190mm above the ground at the wheel end of the wishbone.

Should I be thinking about raising the front of my car by about 10mm, and if I do this will it alter the tracking and camber?
