An old (from that era) magazine article says to check voltage rather than resistance.... 0.6v rising smoothly to a max of 4.5v .
Supply to it should be 5.0v

Idling on the S3 is not adjustable, it is controlled by the idle control valve. The throttle butterflies should be fully closed at idle. The idle control valve can get dirty which upsets the idle. Its simple to remove and clean with carb cleaner.Was just not thinking when I did it.
