Paint damage

This literally appeared overnight. Put the Leven cover on. Wind and rain overnight. Took it off and this was the result. The paint is not rough, no obvious sign of scuffing. I'm assuming (a lot of) water has got under the lacquer, but anyone know how and is there anything I can do about it (respray not being an option)?

Could be condensation has formed under the lacquer, with the hot cold variation of air temp, it may evaporate again with warm sunshine or a hair drier, but not too hot or too quick. Trouble is once an air pocket appears it may not reseal. As for stopping a repeat it may just need a good quality polish to seal the surface, sadly the only other solution is to rub down and respray. If my diagnosis is correct, that is.

I've left it uncovered for a few days, in very changeable weather, but there has been no change. Looks like I'm stuck with it. I just don't understand how it happened overnight, and I'm worried to use the cover.
