Mine was leaking because of a build-up of hard gunk at the base of the cylinder where the fluid had not be changed at regular intervals.
I dismantled the cylinder and cleaned the bored with some fine wet and dry. Reassembled it using a sachet of grease (specifically for rebuilding cylinders) and everything was fine.
If this fails, I agree with Harry - get a seal replacement kit. Unless of course you open the cylinder and find that the bore is heavily scored.
