has it been out in the rain?

if not, then could be heater pipe connections or hose that goes through the baulkhead.

or the heater itself.

It may be worth parking in the sunshine with the bonnet up, then do the contortionist manoeuvre and lay on your back with your head near the pedals and look up to check for light coming through into the car.

i know it seems silly but check your side indicator, mines quite loose and is rattling about (will replace them with some nice clear ones soon enough) but it could possibly let water in? specially if the seal isn't tight

I am afraid that isnt unusual! Assuming you have ruled out a heater leak, and that would be more likely to show when the car is running, there are a number of ways water can get in. Basically through any of the holes in the bulkhead area.
I agree with putting your head into the footwell on a sunny day, uncomfortable but a good chance!
Alternatively get a mate (one you trust!) to put a hose pipe over the whole bulkhead while you are in the footwell.
On mine there were originally 3 leak points. The bonnet catch housing, the clutch master cylinder and the throttle cable grommet.
Another favourite is the screen wiper mountings where caravan sealant is a good idea, more of a problem in earlier cars though.
Good luck!
