15 is indeed the fuel regulator or accumulator. They are there in the K Jetronic system to reduce the pressure fluctuations caused in the fuel line by the fuel pump, and to hold pressure up when the car is switched off. The K jetronic is very sensitive to fuel pressure.
The unit appears to be very reliable. I do not actually know of any of we S1 owners who has changed one, someone may come in on that. I have changed every other part!
There have been occasional ones on ebay but the demand for them seems very small.
I could be wrong but I am not totally convinced they are necessary! My belief is that the big fuel filter fitted next to the jetronic metering unit will do an adequate job of damping out and pulses from the pump. It certainly doesnt hold the pressure up for long, I always switch mine on and give it a few seconds for the 'clicks' from the pump to stop before starting the engine. But then I am used to the old SU pumps when I always had to do that anyway.
