Can anyone give me guidance, is the fuel on an s3C pumped from the tank,through the fuel filter,into the fuel rail,then to the pressure regulator with fuel return,from there to the injectors,or am i getting it the wrong way round.

What you're describing is how carbs are usually plumbed in, but as I understand it the pressure regulator on the L-Jetronic/EEC IV setup is similar to the RV8 setup: the fuel pump runs flat-out and pumps fuel through the filter and into one end of the fuel rail, at the far end of the fuel rail is a 'blow off' type pressure regulator which controls the pressure in the fuel rail by bleeding the excess fuel off and returning it to the tank. I think this setup is common to most EFI systems of that age - the move to dead-end fuel systems is a recent thing.
