Many of the aftermarket metal pedal covers are marked as not road legal. I think the issue is that construction and use regs require the pedals to have a grip surface, and for production cars that is usually achieved by the rubber covers. Replacing the rubber covers with metal ones could be perceived as removing the grip surface hence instant MOT failure. There are metal pedal covers with a heavily textured surface which I think could be argued as having a grip surface, but if you get a tester who disagrees you're stuck. There are also metal pedal covers which take push-in rubber buttons and I suspect you would be OK with them.
Various places such as Sparco and OMP sell (metal) pedal covers/extensions. Most of them just provide a textured metal surface but some versions allow rubber studs to be fitted to provide a grip surface.
If you just want to replace the rubbers on the existing pedals you might be better off finding the size and looking for a production car with the same size pedals.
