Highways Agency Want You to Speed

Was on the M42 Sunday Afternoon and the variable speed limit was set to 60. The Matrix sign however was telling us that it was 9 miles to the M40 and it should take 8 Minutes!

I'd love to know who set's these limits....Been along there on a clear day with not much traffic & they are set at 50mph !!!
