Jobs in the South

My brother has been looking for a job in and around Southampton for ages.
The agencies he is with don't have a great deal and when they do they are usually jobs in the middle of nowhere or very short term like a couple of days.
Direct applications to companies are of course very competitive.
Can anyone recommend some agencies that cover Southampton? i.e maybe the ones that are more local and he hasn't heard of.
He is 24 and has no car so the jobs must be in Soton or near a transport hub.
He is looking at the lower end of the pay scale - i.e retail/warehousing etc which is also the most competitive at the moment it seems.
