great fun to be stuck in it for 'a serious police incident'

I suspect a jumper but don't know that for sure

They guy tootling up and down the hard shoulder east bound on the Belgian plated quad bike may have seen the incident site

I was stuck in it too, first car behind the police roadblock so I heard the conversations. It was indeed a person threatening to throw themselves off the bridge.
