HR dept advising you to commit fraud - hope you've got it in writing. Wouldn't liek to work for such an unethical organisation. What other activities are they doing that are illegal.
It's hardly unethical you tool.I paid for fuel, which can be proven.
All I want to do is claim back as much of that as possible, but absolutely no more than what I spent.
What's the problem?

I wouldn't stake my life on it and happy to concede if I'm wrong, but call HMRC and ask if they mind you reclaiming expenses and the company reclaiming VAT on a receipt for fuel you didn't actually buy in place of one you've lost. If HMRC tell you that's ok then I apologise, but I'm pretty confident they'll say you can't.
Do what the MPs do, say "I can't be expected to save receipts for everything", and then claim for petrol, taxi,a new rug, butler...
