Why is half of Leeds shut down?

Have I missed something? Road closed signs everywhere. Can't even get on the Ring Road and sent on a 5 mile detour through the countryside. Came back out further up and still shut. All Weetwood, Meanwood and Headingley closed off too. Only wanted a fking loaf of bread to make some breakfast, WTF.
