If it wasn't such a critical part I would do it for you but my soldering skills probably aren't up to chips and ECU's.
same here, then again I managed a D in my DT Electronics GCSE which is why I am not even considering to attempt it myself. Its a 28 pin chip that needs removing and replacing with a copy of spoon remap. Might have to open up the Yellow Pages and ring a few places to see if anyone is willing to take it on.can you show us a picture of the chip, and the important part do you need the chip saving?
For instance if it is a Surface mounted QFP '4 sided chip' its very easy just to run along the top of the legs with a scalpel the remaining legs can be easily removed. bit of solder wick and new one goes on easy with a soldering iron.
with a hot air blower and nozzle you can remove very easily and save the chip. might be able to get something suitable from maplin cheap enough. Can be done with a soldering iron but id do a lot of practice first on some old pcbs.
if its a through hole chip dual inline package ect ect very very easy to replace but they are usually in a carrier and you just plop them out. actually all manner of chips are seated in carriers.
