t overtook me today in a built-up, reduced speed limit area, then overtook another car on an unbroken white line, proceeded to drive pretty normally before caning along a dual carriageway, then swerving all over the road as the "driver" fiddled with a mobile phone in his/her hand.

I was thinking the same thing 
If only all you do is asterisk one digit ... you just never know, he could have just found out his kid had been rushed to hospital ... probably not I grant you, but it's always possible.

I know he wasn't rushing to hospital as he turned off into a local village and the nearest hospital is 20 miles away, so my conscience is intact.

I'm sorry but I really cannot condone the publishing of an entire registration number on an open forum, made even worse because in this instance it's done alongside further, specific vehicle details. I genuinely hope you are NOT a member of the Police Force because no matter what your rank/division/area/cloud you really should know better.
