Rotherham Mushroom Roundabout "improvement"

Hopefully I'm not being too leftfield with this one - the road leading up to this has recently been resurfaced which is good (about bloody time too) - however, there has been no improvement in the roundabout itself - there's still queuing at all times and the crossing/bad etiquette/ignoring of the "Keep clear" sign causes nothing but more hassle.
Now the resurfacing and non changing of a roundabout normally wouldn't be a big deal, but there was a survey a few months before that that asked the opinion of businesses and residents around it - potentially with a view to putting in traffic lights, a yellow grid (which I think would alleviate about 80% of the problem), etc.
What is the point of these surveys if nothing changes following on from them? I believe it got a good response, but nothing has come of it.
Or will they, after a month of disruption, act upon the survey and cause more disruption than there would have been if they did it all in one go??
It's a bit of a bugbear as the queuing on the roundabout can appear almost instantly and take a bit to clear and something needs to be done to improve traffic flow - It's usually caused by people coming across the roundabout blocking those that want to go straight on or turning right.
I realise that this could be applied to just about any major roundabout, but sometimes something simple (like painting a grid on the ground) can help as the "straight ahead" flow would be improved.
