Looks like a wee valve skid ... with wheels and a tow hitch ... but I can't think what for.

Any ideas?

It's for attaching to the tow bar of a vehicle to transport it.

I'd have thought that a calibration type flow meter would be worth a few bob ... such that you wouldn't leave it lying unattended on the streets of Seagull Island.
