Funny wee man.............

....standing on a bridge over the M6 yesterday evening.
It was late dusk ie almost dark and this brave soul was on the last bridge just before the Scottish border (it must have been BALTIC)
He was above the central lane with what seemed to be a laptop/eqiupment resting on the railing in front of him, dressed in what appeared to be a yellow safety vest.
ANPR? or CSCP foot soldier??

Any ideas anyone?
