They are holes for additional cooling.

every little helps; there's an air intake behind where the plate sits and so the plate 'should' be removed for maximum cooling. But being a lazy sod I can't be bothered taking the plate off for track days and putting it on again for the road, so the 'ventilated plate' idea gets just enough extra air through to keep the temperatures at a reasonable level....that plus a bl**dy great radiator, two radiator fans, two oil coolers and two oil cooler fans
