I think that's the key. Someone who knows about projects, understands economics and can work schedules / estimates on limited information can really be pivotal to a development project working out.
When dealing with a software jockey, I often think that I'd be as quick doing it all myself.
I'll send the link to this thread to someone who might just fit the bill ... although, if I recall correctly, he's said that he "doesn't do Shell".

We have a Planner who plans all our Project stuff as well as Day to Day Maint etc and has ZERO Clue nor Exp of the actual things he is planning, so makes what he has done pointless as the plan never ever goes like it should and we have to end up sitting him down and going through the job bit by bit, so i would be as well doing the planning in the first place.
Makes our life VERY Hard and gets to me on a daily Basis.
I’m one of the people that strongly believe, a good planner is someone with a Good industry background and knows what it actually is they are planning, which is bloody few and far between and makes me strongly want to jump ship and get into the planning side of things.

I couldnt agree more, the way the planning discipline has evolved around the software is so bad, mind you I blame the project managers for employing these keyboard jockeys in the first place because they think they can control the plan if they do!G
These days "real" planners are few and far between and you won't get a senior experienced person for the rates being quoted. Far too many keyboard jocky's with no technical background, but don't blame them. It's the industry that has evolved that way. The best people don't come on the market often. The grapevine and contacts are still the best employers.
I know. The problem is though that there are very few coming into the field of planning with an engineering background. A friend of mine was looking for an experienced person for a major project recently, the cv's he was sent were nearly all of no use whatsoever. The agency's hadn't read or understood the requirements. Out of 30+ cv's he interviewed 6, only 3 of which could read or understand a drawing. He is delighted with the person chosen who would probably be considered "past it" by a lot in the industry.

The client are looking for what they term "an experienced/senior cost planner" but, as we are a design office, the actual planning only involves office resourcing/manhours.
No project execution, no procurement, no construction and, to be frank, not much forecasting. It's not difficult work imho.
