East Midlands has just started charging £1 for drop offs.
Luton started a year or two ago.
Birmingham is still charging, after it had to use the short stay car park as a drop off point in the wake of the Glasgow bomb. This was the only area suitable to drop off, near the terminals, and barriers were already in use. They dropped the entry charge to £1 for short drop offs as a temporary measure, which has, unsurprisingly, become permanent.
Manchester has building work in progress that looks like preparation for charging.

My street, for example, parking space for you for 10 quid per week - then you just need 1.20 to Waverley and 6 quid for the open return on the Airlink

I believe Glasgow have done likewise - you can drop off but whilst I was there recently they were fining people for picking up - watch out, they tend to pull you in just as you leave the drop-off point. The taxi driver I use now has to go in to the short stay car park to wait and it costs him (me) a quid for the pleasure whether it is 5 secs or 5 mins. Ruddy nuisance.Luton started a year or two ago.
