Interesting police prescence on A90

Whilst travelling to Aberdeen yesterday morning spotted some very interesting police cars.
3 x volvo estate,with the usual lights and stripes,but with the addition of little black nudge bars on the front bumper.
Sat on the hard shoulder with hazard lights on and 4 officers in each.
This was 5 miles south of Perth.
Then just after crossing the river at Perth,the same 2 volvos plus 2 more,an un marked silver grey vectra and 3 jaguar x-type estates (marked with lights),one of the volvos was on a 52 plate (nearly 10 years old!!),they all had the black nudge bars on the front and sped past in a train formation,obviously going somewhere important.They were all full of officers.
So what was going on??
Some kind of sting,rolling road block?
