Can this be removed without removing the rocker cover? Seems pretty fixed and I want to clean it up and paint it.

Yes it unscrewes anticlockwise. Its called a'flame trap'. Basically its just a breather packed with wire gauze. Sometimes they are very tight to undo. When I changed mine I wrapped a piece of cloth around it to stop my hands slipping. The other alternative is to wrap a thick piece of elastic band around it like you would on a jam jar to get a better grip, but try to undo it without using tools as you may damage it. My one was very tight but it did undo by hand. Dont forget to wash it out with a degreaser and let it dry before you put it back.

Oh. There is also a rubber o ring in between which you may have to replace if the existing one has perished.

A oil filter wrench works if too tight like mine was. The strap type obviously not the chain type.

I usually pull out all the wire gauze stuff inside and wash it in a nice bath of petrol - mmmmmm. Petrolllllll.....

Then stick it back in.

If its alloy give it a dose of autosol...Or you can use some really fine wet n dry..Use wet and only go one way with the paper. Then dry it and use some cigarette box type cardboard and a tiny amount of autosol and rub in until its like black chrome..When wiped off it should come up near mirror polished..

Sure. Use a pipe wrench and thread it off. Coat the threads with a bit of silicone or plumbers tape when re-installing.

A few suppliers offer the item in chrome.

Ahhh! Good point about sealing the thread. Guess i'll be removing it again this evening and applying some ptfe tape.
